Katya is a UR-rarity Warrior hero, a Backline physical DPS available through the Hero Pass. Her Gatling auto hits for 311% ATK every 1.08s, and her Viper skill shreds enemy DEF so Monroe hits harder.

If you buy the pass, raise her alongside Monroe after Arnold and Dirk. She replaces Nora, not Monroe. If you’re not buying the pass, skip her. Lucian is the radiation Hero Pass DPS; Katya is the physical one.
